VESTRY MEETING

April 17, 2007

 

The regular monthly meeting of the Vestry was held on Tuesday, April 17, 2007 at 7:30 PM.

Stewart opened the meeting with a prayer.

 

Bible Study:   John 17: 12-19 (NRSV).

 

The Minutes of the March 20, 2007 Vestry meeting were approved, by Motion.

 

A non-agenda item was raised regarding conveying of Vestry minutes or business to the Parish.  It was decided to establish a link on the website and post them there.  Stewart will ask Rick Parker to set this up.  Minutes will not be posted until they are approved.

 

FINANCE

 

Monthly & YTD Financial Statements

 

John gave out the March financial statements (attached).  The RectorÕs salary looked over budget in last monthÕs statements due to pension being paid at the beginning of each quarter, but budgeted monthly.  John will talk to Julie about whether below-budget pledge offerings are due to just a few people, or are there other reasons.

 

John will contact WestmorelandÕs office to determine when we are going to actually receive the $11,431.81 owed us by the IRS. The money was taken by the IRS from a designated fund to purchase a youth van.  The plan now is to refurbish the basement for use by the youth of the Church.

 

Vestry Finance Training

 

Kerry has been trying to contact the person from the diocese who has offered to provide this training.  As yet, she has been unable to reach him.

 

Triennial Audit

 

The CPA who Pat Keck will ask for a quote will not be available until after tax time.

 

OUTREACH

 

After-school Program

 

Debra has been unable as yet to talk with the Douglasville Board of Education contact to determine

what we need to do to start an after-school program.  Following are some issues that will be looked into concerning the feasibility of our establishing a program:

 

▪ What Federal, State & local regulations would have to be met to start a program?

▪ Would our facilities be adequate, and if so, for how many children?

▪ Would we run it, or have an outside entity run it and we would rent them the space.

  How many teachers would we need to hire vs. volunteers from St. JulianÕs?

  Should our program have a specific focus, e.g. reading, and if so, what?

  Transportation to our facility from schools.

 

Ken has contacts at Kids ÔR Kids and The Roof.  He and Debra will get together with one of them to look at our facilities and get answers to some of the issues above.

 

Stewart stressed the importance of focusing on our mission: An Outreach effort to provide a much needed service to our community in the form of a low-cost program for children whose families cannot afford more expensive after-school programs. 

 

Request for Use of Facilities for Summer Feeding Program

 

Mission on the Move wanted office space, not facilities for cooking and serving meals. We do not have extra office space available.

 

Newcomers

 

Leeman is forming a Newcomers Committee which will meet soon.  Recent newcomers will be sent invitations to our 5th Sunday outdoor service and potluck lunch on April 29.  The committee will also make plans for a newcomersÕ lunch.  The Committee will organize the food and select a date.

 

ABUSE PREVENTION TRAINING & WHERE WE GO FROM HERE

 

Adrian reported that four Vestry members have completed the on-line training, and some have completed part of it.  He will compile a list of other parishioners who should receive training.  Written policies and procedures need to be developed and published.  Stewart will keep the records containing personal information in her office.  She will look into getting a locking file cabinet; perhaps someone may have one they would be willing to donate.

 

OTHER CONCERNS

 

Christian Education Program

 

Some issues with the program were discussed, one being absence of instructors. Stewart and Debra will follow up. 

 

Foyer Groups

 

The Foyer Groups will continue during the summer.  New sign-up sheets are available.In addition to new people, current Foyer Group members also need to sign up.  At a potluck lunch on May 20, new groups will be assigned.  It was suggested that testimonials from current Foyer Group members to the congregation would help to create interest Stewart will compile a list of people to be called and encouraged to participate.

 

Payment for Clerical Assistance

 

Ken has been paying his father directly for assisting with preparation of the Sunday Bulletins.  Ken was inquiring as to whether he should donate the money to the Church, and have the Church pay him.  The addition of more employees could cause the Parish additional expenses related to WorkmanÕs Compensation. This will also be considered in the decision whether to hire employees for the After School Program, or have an outside entity operate it.  Ken and John will get together with a CPA to discuss.

 

Birthdays & Anniversaries

 

It was decided that a list of current birthdays and anniversaries will be included in the Prayers of the People at the beginning of each month.

 

Other individual concerns were given by and to Stewart.
